Introduction to Candidate Selection
This guide provides support to people who wish to enter their nomination form to their Marae / Hapū for Hapū endorsement and Tribal appointment to the new Tūhoe – Te Uru Taumatua Board.

Tūhoe – Te Uru Taumatua, your Marae / Hapū and your Tribal Authorities welcome nominations from Tūhoe candidates. Iwi Leadership is critical to the meaningful representation of Tūhoe mana whenua, mana tangata and Tūhoe futures. The quality of our
Iwi Trustee Leaders will directly contribute to the growth and permanency of our Tūhoetanga and the belief in and the widespread active growth of Tūhoe mana motuhake.

Marae / Hapū selection and
Tribal appointment process is designed to make sure that Tūhoe communities have full trust and
confidence in the candidates who when chosen must represent all of our interests. We are searching for people that are most fit for purpose. While ,there is no substitute for on the ground experience, an induction process has been developed for inaugural Trustees. In preparation for the role, we recommend familiarising yourself with
the Blueprint which can be accessed from our website.
Open opportunity for all Tūhoe
You will need a
relationship with your Marae / Hapū who make the first selection decision. Each Marae / Hapū has the option to
endorse 1 nominee from their Marae / Hapū. It has been designed this way to provide an open and equal opportunity to all, because every Tūhoe is affiliated to a Tūhoe Marae / Hapū. Hapū endorsements draw
candidate appointment back to the source of who and what is being represented. To make sure the process is open, transparent and fair an online Nomination form and resource information is provided to all. The Nomination Form also helps to ensure that decision making is informed by a similar set of information held about the candidates.

information resources which are included on this site. Further help can be gained from our office or your local Tūhoe Tribal Authority. The Nomination Form has been designed to be as simple as possible to use. Both online and paper forms need to be signed by your proposers and yourself.

The overall candidate appointment process has four key stages that are outlined in the diagram below. We will publish additional briefings on each stage as Tribal Authority procedures are confirmed. It is possible at each point in the process that your nomination may be unsuccessful. In this case you will be advised by your Marae / Hapū.
You must complete the Nomination Form before you may be considered by the Marae / Hapū for endorsement to the Tribal. Nomination details are collected and validated by the Marae / Hapū. Checks are conducted to make sure that candidates are eligible for consideration by the Marae / Hapū. Only nominations submitted before the Second Hapū hui may be considered. Please submit nomination form as early as possible.
The
Marae / Hapū may call as many hui as they wish from the 8th Sept – 30 September in order to make a decision on an endorsement of their 1 candidate. There are a minimum of 2 hui that the Marae / Hapū must call, notice periods are also required between hui:

Establish the Hapū Process; Confirm the Appointment Criteria, Confirm the Voting Process, Set a date for the Second Hapū Hui (selection hui), Formally call for nominations and set the end date to receive nominations. |
| Second Hapū hui: |
Verify and declare the nominations received, working through a measuring process of nomination information and appointment critieria. The Marae / Hapū may call as may ‘Second’ Hapū hui has they require to make a selection decision. The successful candidate receives Hapū endorsement their details are provided to the Tribal Authority. |
From 1 October to 20 November the Tribal Authorities must work with their Marae / Hapū to reach an appointment decision on candidates they believe will fairly represent their Tribal and Tūhoe opinion. Each Marae / Hapū must by resolution decide who their preferred Iwi representatives are and acting through their Tribal Delegates must convey that vote and a properly convened Tribal hui called for that purpose. The top-scoring candidates are then ratified by the Tribal and provided to the Tūhoe – Te Uru Taumatua Board for final vetting and appointment.
Step 4: Final Vetting and Formal Appointment
From the 20th Nov or sooner, the Tūhoe – Te Uru Taumatua Board conducts its final checks of the candidates from the Nomination Form. Inaugural Board pack and induction materials are supplied to the appointees in preparation for the 1 December 2011 formal Appointment Date and first Board meeting.
